He has led endpoint development, rater training and reliability maintenance programs across more than 40 global trials, working with sponsors such as Pfizer, Janssen, Bristol‑Myers Squibb, Merck, Sunovion, Otsuka, AstraZeneca, and others.

Dr. Allen provides expert consultation, opinions and testimony in a variety of psychiatric emergency situations resulting in injury and death including suicide and homicide. He helped to define the standard of care and has testified for both plaintiffs and defendants in many state and federal courts. He worked with the US Department of Justice Civil Rights Division to reform care in New York City Hospitals. Â
He has been retained in cases involving hospitals, health systems, correctional facilities, and community providers, working with both plaintiff and defense counsel to clarify system safety, risk assessment, and clinical decision-making.
